The Petroleum Corporation of Jamaica (PCJ) acting on behalf of the Government of Jamaica has
received financing from the Inter-American Development Bank (IDB), Japan International
Cooperation Agency (JICA) and European Union-Caribbean Investment Fund (EU-CIF), and intends to
apply part of the proceeds to payments under the project Energy Management and Efficiency
Programme (EMEP), for consultancy services.
The PCJ is inviting applications from suitably qualified individuals to fill the post of “Individual
Consultant: “Project Manager, IRP” for a fixed term of thirty-six (36) months, with the possibility of
renewal. The place of work will be the Ministry of Energy, Kingston, Jamaica.
The main objective of the consultancy is to support the PCJ with project management expertise for
the IRP Unit and technical leadership in the area of load forecasting and DSM, particularly as it
relates to effectively providing support to the implementation of Component 3-Support to
Electricity Planning and has responsibilities for capacity building of the IRP Unit Staff.
The consultant’s main responsibility shall include, but not limited to:
Determine appropriate cost estimates, implementation timeline, effectiveness and data
collection to support the use of Energy Efficiency or Demand Side Management programs
in the IRP;
Develop demand side management options for promulgation among stakeholder groups and
use the feedback to update demand forecasts;
Incorporate updated load forecasts in modelling/planning software tools, particularly the
PLEXOS package and DigSilent Power Factory and evaluate its impact;
Prepare appropriate efficiency options for consideration by small medium and large
electricity consumers and gauge their reception with a view of guiding the policy direction
of the MOEn;
Coordinate with the technical expert responsible for education and training for MOEn staff,
energy sector experts and students of tertiary academic institutions in ensuring that
appropriate training is provided;
Coordinate activities with technical stakeholders such as: the JPSCo.; OUR; GPE; IPPs; and
MOEn Subsidiaries in the management of the execution and updating of the IRP; and
Provide essential logistical/administrative support for the PEU Programme Manager (PM)
for regular meetings, quarterly Programme Coordination Committee meetings, staff
meetings and international mission coordination, etc;
QUALIFICATIONS AND BACKGROUND
Master Degree in Engineering or University degree in Mathematics or Economics (holders
of degrees in economics or mathematics should have appropriate experience in or
exposure to the electricity/energy sector).
Certification in Project Management and Public Management or a related Field;
Minimum 10 years professional and management working experience, of which
preferably; with “Big Data” collection, interpretation, analysis and presentation is
Certified Energy Manager or over 5 years’ experience in energy efficiency.
Proficiency in Computer Software, namely MS Word, Project, Excel and PowerPoint.
Familiarity with GOJ procurement guidelines required.
Familiarity with IDB or EU procurement and reporting guidelines would be an advantage.
Working familiarity with the Energy Industry.
Experience in preparing and presenting reports.
Good interpersonal and communication skills.
Ability to work in diverse teams.
